The Financing Company of VV Gets the Monopoly on Airport Kerosene for Seven Years, Without Tender or Competition

The Civil Aviation Authority of Kosovo (CAA) has approved the private company EXFIS to provide aircraft fueling services with kerosene for a 7-year period, from January 1, 2026, until December 31, 2032, without being subjected to competition in the fuel derivatives market.

According to documents obtained by the portal Front Online, the decision was signed by the Acting Director of the Civil Aviation Authority of Kosovo, Arianit Islami, on December 30, 2025. The document states that EXFIS Sh.P.K has been approved as a ground handling service provider for third parties at Pristina International Airport.The list of services approved by the CAA for EXFIS includes:Organizing and executing fuel loading and unloading operations,Storage of fuel derivatives,Quality and quantity control of fuel derivatives.

The private company EXFIS has held a monopoly for several years in supplying Pristina International Airport with kerosene, generating tens of millions of euros in revenue from this business.

According to the company’s financial statements for 2024, EXFIS declared about €13.5 million in net profit, while in 2023 its net profit was €9.6 million.Meanwhile, the company EX FIS appears on the list of financial supporters of the political movement Vetëvendosje during the 2020 elections.

EX FIS recorded the largest value of donated goods, providing €9,534 worth of donations to the now ruling party.

Bujar Ejupi, who was removed from the position of Director of the Civil Aviation Authority of Kosovo by the ruling party Vetëvendosje, had previously stated that he was continuously being blackmailed, attacked, and pressured after reporting abuses he had discovered in the CAA after taking office.

It is suspected that the threats directed at Ejupi were related to the “kerosene monopoly.”“AAC has reported a violation of the law regarding kerosene tariffs, as a result of which more than €2 million were gained by the economic operator. The case was immediately submitted by AAC to the PPP Commission, as immediate steps are required to stop the long-standing legal violations at Pristina International Airport. For the first time, AAC has addressed the opening of the market and has signaled the abuse of the monopoly in kerosene sales at the airport,” Ejupi wrote.

Seizure of fuel stations in northern Kosovo by EXFISAfter financing the 2020 election campaign, the fuel company EX FIS, owned by businessman Isa Muharremi, was also mentioned regarding the seizure of fuel stations in northern Kosovo.EX FIS attempted to take control of fuel stations in the northern areas that were being used by NIS Petrol, property of the Kosovo Privatization Agency.

Only a few days after the public announcement by the Privatization Agency, EX FIS was seen branding the fuel station before the deadline had closed.Photos shared on social media showed that some EXFIS workers had branded the stations before the deadline expired.

Later, the EXFIS logos were removed after the Privatization Agency stated that the allocation of fuel stations must go through procurement procedures.In 2021, Reporteri reported that EX FIS had earned over €10 million in gross revenue during 2018 and 2019 from the monopoly on kerosene supply at the airport, which was enabled by the Turkish company LIMAK, the concessionaire of Pristina International Airport.

All of this ultimately costs the citizens of Kosovo, as it contributes to higher flight ticket prices compared to countries in the region, since kerosene is one of the main costs of airline operations.
