The decision to suspend more than 20 construction projects in Fushë Kosovë was presented as an intervention to review decisions made by the previous administration. However, only a few days later, the municipality backed down from this decision and reinstated the one from 2023. So far, the administration of Valon Prebreza has not provided any explanation for this move.

The beginning of Valon Prebreza’s mandate as mayor of Fushë Kosovë was accompanied by a series of actions aimed at creating the impression of a new start in local governance.
In the first weeks of his administration, there were statements about reviewing decisions made by the previous administration and possible investigations related to them. Several case files were sent to the Prosecutor’s Office as part of a political narrative intended to show that the new government would confront the decision-making of the previous municipal period.
After that, there was little public information about these cases. There were no further comments from Prebreza, nor from the Prosecutor’s Office.
At the end of February, another decision came that was presented as a major intervention in the construction sector in Fushë Kosovë.
On February 26, the municipality announced the suspension of a large number of construction permits issued during the previous administration of the Democratic League of Kosovo (LDK), which had governed Fushë Kosovë throughout the post-war period until the end of 2025.
The 2026 decision to cancel Decision No. 641 dated June 14, 2023, was presented as an attempt to review the legality of several construction projects and to correct, according to the municipality, contested decisions from previous years.
The suspension included more than 20 construction projects and was related to the cancellation of a 2023 decision that had allowed an increase in the construction coefficient in exchange for expropriation for public interest — a formula that had been used for urban development in this municipality.
The decision immediately triggered reactions in the construction sector. Work on several projects was halted, while investors and citizens who had invested in apartments in these buildings were left uncertain about the fate of the projects.
However, only a few days later, developments within the municipal administration took a different direction.
Now not with fanfare, but quietly. In fact, they remain silent even when asked about it.
While the public still only has the news about the cancellation/suspension of construction projects, another document has been deposited in the archives of Fushë Kosovë: the one that cancels Prebreza’s decision and leaves in force the 2023 decision from the time when the municipality was governed by Burim Berisha of the LDK.
Sources from within the Municipality of Fushë Kosovë confirmed to Insajderi that the administration has withdrawn from the decision to suspend the permits and has reinstated the decisions that had previously been blocked.
Gazeta Insajderi asked the new administration in Fushë Kosovë to understand the reasons that led them to reconsider their own initiative, but so far they have not responded with either explanations or a denial of this move. /Gazeta Insajderi/
