The Ministry of Industry, Entrepreneurship, Trade and Innovation (MINTI) stated that laboratory testing at the Kosovo Metrology Agency found deviations in time and date; however, the measurement of electricity consumption was accurate and the meter seals were intact.
Based on these findings, MINTI announced that it will request the Energy Regulatory Office (ERO) to take measures to correct the identified deviations. Meanwhile, the Central Market Surveillance Inspectorate (CMSI) will impose fines on KEDS for using expired meters, in accordance with the applicable legislation.
Since the establishment of the verification commission, 209 complaints have been received within two days, whereas previously the Consumer Protection Department had not recorded such complaints, the statement adds.

MINTI strengthens measures to protect consumers
Dear citizens of the Republic of Kosovo,
The Ministry of Industry, Entrepreneurship, Trade and Innovation (MINTI), following the establishment of an ad hoc commission to verify electricity meters of consumers who have submitted complaints to the Consumer Protection Department, informs you that the verification process is continuing at a high intensity. After laboratory verification at the Kosovo Metrology Agency of the first meters, the following main findings were identified:
It was confirmed that the meters had expired validity periods;
Deviations in date of approximately 2–3 days compared to real time were identified;
Deviations of around 10–11 hours compared to real time were also found;
The measurement of electrical energy was found to be accurate, with no impact on the recorded consumption;
It was confirmed that the seals were intact and undamaged.
Upon receiving the findings report, MINTI will officially request the Energy Regulatory Office (ERO) to take measures in line with the identified deviations. Meanwhile, based on Law No. 06/L-037, Article 23, paragraphs 4 and 5, as well as Article 46, paragraph 1.3, subparagraph 1.3.2, the Central Market Surveillance Inspectorate (CMSI) will impose fines on KEDS, as the owner and operator of the meters, for each finding related to expired validity periods.
For your accurate information, we confirm that until March 30, 2026, the Consumer Protection Department had not received any complaints from consumers regarding electricity meters. However, following the establishment of the verification commission, 209 complaints have been received within just the last two days, and the commission is currently verifying them.MINTI remains committed to addressing every consumer complaint based on facts and, in accordance with the verification findings, will undertake legal measures
