According to a statement from the Kosovo Police, this happened due to neglect by his parents.
Both parents have been arrested and placed in detention, as reported in the police’s 24-hour report.
The case has been initiated as “violation of family obligations.”
“VIOLATION OF FAMILY OBLIGATIONS: Lipjan NN. It has been reported that a minor male Kosovar victim was brought to QKUK–Prishtina due to his poor condition, as a result of lack of care by his parents. The suspects have been arrested and, after being interviewed, were sent to detention by decision of the prosecutor,” the 24-hour report of the Kosovo Police states.
